I think we can use OVERRIDE_ZUUL_BRANCH to detect a feature/osc4 run and handle it there. thoughts?

00:06:14 amotoki dtroyer: morning. In my understanding, we need to handle two cases: devstack env and tox env.
00:07:08 amotoki for devstack env, we can use osc-lib and OSC from the master branch. we don't always need to use OSC4 for them. If we can use osc4 branch, it is better of course.
00:07:50 amotoki for tox env, we must use osc4 branch. tox_install.sh handles this case.
00:09:02 amotoki for OVERRIDE_ZUUL_BRANCH, I am not sure if we need it. If the branch name (feature/osc4) matches in osc-lib and osc, I think zuul automatically pulls the branch with the same name.
00:09:54 amotoki in devstack env, we can configure local.conf so that devstack consumes osc-lib from git. this is similar to the current -tips job.
