I have set a nova policy rule "os_compute_api:servers:create:zero_disk_flavor": "rule:admin_api" to stop any image-backed instances with a zero root-disk from being created. I want to only allow cinder-volume backed instances. But, for some reason, this policy change has had no noticable effect. I'm expecting my "
