11:17:37 s10 Unfortunately, there are no good solutions for this problem. See bug https://bugs.launchpad.net/openstack-publiccloud-wg/+bug/1771523 . For example, you also can create dedicated availability zone for this tenant and ask him to create instances in it, but you can't forbid other tenants to create vms in this az.
