This is not my day
My client phones me to say he is unable to run part of my program.
This module sends TXT messages relating to vehicle service requirements.
It bombs on the line which reads
loIE = Createobject('InternetExplorer.Application')
with am message OLE error 0x800704a6
A system shutdown has already been scheduled.
In the end I brought their backup to my own development pc, and guess what,
I now get the same error on my pc
I have Googled the error message and apart from the Registry cleaners, I
can't find a solution.
I have transferred the software and data to an old laptop running Windows 7
with IE11. AND IT RUNS FINE
Experts, any thoughts ?

It's possible the machine just updated to the latest version of one of the
components that IE is using and that it needs to be shut down and started
again.

Not a hijacked home page is it. Or that bloody search engine that takes
over.

Didn't notice the error sorry.

Sorry, you have to ask :)
Can you start IE manually? What version are you running? Is it up to date?
Check Windows Update and ensure you're system is up to date. Perhaps an
upgrade is stuck.
This, of course, is assuming the error message isn't just completely bogus.
You could try clearing the shutdown flag with something like this:
http://stackoverflow.com/questions/6156216/detecting-a-scheduled-shutdown
Also, searching for the error message brings up some interesting
suggestions:
