Sorry, you have to ask :)

Can you start IE manually? What version are you running? Is it up to date?

Check Windows Update and ensure you're system is up to date. Perhaps an

upgrade is stuck.

This, of course, is assuming the error message isn't just completely bogus.

You could try clearing the shutdown flag with something like this:
