So I think the assumption that all the InventoryInUse exception from update_from_provider_tree is realted to PCI in Placement is wrong
10:18:13 gibi so that exception translation needs to be fixed to only react on real exceptions from the PCI in Placement codepath and do not react on other InventoryInUse exceptions.
