18:16:33 melwitt but it sounds like you have a situation where nova is trying to create the resource provider but it already exists

18:20:32 melwitt this is likely be related to a WIP patch https://review.opendev.org/678100 (just fyi) but to recover, you will need to delete the resource provider. but before you do it, please check if it has any allocations on it by using the placement cli

18:21:34 melwitt and if there are allocations, save those (copy paste somewhere) because you'll want to restore them after you delete the resource provider
