Ah. Right. The other way to do it is copy the everything to your local hard drive and run the install from there.

I found this post and it did the trick
...I was finally successful installing VFP9. It appears the problem is the setup.exe on the root of the cd or in the setup.ini. I copied to a folder on my computer but that yielded the same negative results. I then looked into the setup.ini which indicated 2 separate setup files in 2 other directories (wcu and setup) that needed to run. I ran these files manually, right clicking on each and selecting "Run as Administrator" which finally resulted in the install. It appears to be a problem with the installer used for the VFP9 distribution, at least on the disk that I have.
