Hi Nicholas,
Animals are just bodies. Humans are thought of to be bodies and spirits.
You knew that. Might be some who disagree, but it is current policy.
If we don't have enough habitat to support animals, some succumb to
Darwin's "survival of the fittest" and either starve, become prey or
become predators.
But given our understanding of humans as something more than animals we
are not comfortable with that "starve, become prey or become a
predator" idea for humans - thus, we support our aged, poor or
(temporarily or permanently) displaced.
Working for the Department of Agriculture is a job. Those workers are
more productive now than they were before.
