Linux. Run whatever Windows is required in a VM, if you even run Windows.
With that setup, you could use XP long past its intended demise.

I have 8.1. Only thing I miss is the old games. New ones are clunky and
slow.
I'm getting used to metro, though it has a way to go. The typing without
needing to go to the search is good.

Make sure screens are touch screen aware. Today not real important but
over next few years a lot more apps will use these gestures.

Small office machine? Get Windows 7, if it's available for the system in question and you won't have driver issues. Going to have a touch-capable screen? 8.1 is the way to go.

I like Windows 8 over Windows 7 for performance, but I have had a lot of
issues with Windows 8 regarding small business networking and remote
desktop. It is mainly due to security controls that I can't find. The
interface needs to be configured to work like a computer instead of a phone.
I have gone with 8 and will get it working come heck or a flood.

Install Win 8 in a virtual machine (e.g. Virtualbox), then find out whether
all your important programs could be run fine in Win 8, including
16-bit applications.
If everything went well, go Win 8.1 (and soon Win 9)!

Is windows 9 due soon ? that would explain why 8.1 is slowing down :) Same
trick as XP and 7. Make it slow and tell everyone how fast the new version
