I have not read the bill but my WAG says there was a stain under the
cover for anyone running in the future who voted against it. That
stain could have been funding for education, feeding the poor or who
knows. What ever it was was a damning point in any re-election in the
future for these guys/gals.
How did it get there? Lobbyists no doubt suggested it's presence to
give billions of tax breaks to an industry that is no longer in need
of them.
Way to go Congress.
Would we get a line item veto to handle do-do like this in the future?

There WAS a line-item veto for a while. Struck down by the Supreme Court.

Big oil hadn't built any refineries for twenty years and Congress was
getting worried about the oil supply.so Congress granted them the subsidies
to start building them. This was several years ago; I didn't bother to look
up the dates. But you can Google it.
