I say it should be a requirement that one can read/write/speak English before being allowed to vote or even become a citizen.

I believe that it is unless you have reached a certain age and then they
will waive that requirement.

Then why print in both English and Spanish?
I know that one must be able to read/write some English to become a citizen
but apparently Obama doesn't think so. Non-citizens cannot vote but Obama
wants to permit them.

If you are young enough, I believe the ability to write English is optional
when becoming a US citizen, but then again, speaking is as well.
