I need a laser printer and I know that they are very expensive - even if
the initial price is low - sometimes you have to change drums when you
change toner, etc. I am looking for a reliable, low total cost of
ownership, laser printer that I will be using for a low number of pages
printed. Probably less than 1000 pages per year. Black & white only -
no color.
Any recommendations?

My client's been liking the Brother line of BW printers. And they work great with
Linux/Cups too.

Brother's aren't a bad choice although I'm not sure what TCO is on them. HP
makes some inexpensive but solid printers as well and they are easy to
maintain with their single toner cartridge.

Jeff,
A strong endorsement for Brother entry-level laser printers. We're using
the HL-2170W ... wireless, prints 23 pages per minute, reasonably priced
toner, quiet, small printer drivers ... $100 !!
I think I've purchased laser printers from almost every manufacturer.
Other than the original HP printers from the early 90's, they all
sucked.

I had a Brother 5150-DLT and it totally rocked. I think it printed
duplex too.

We use Brother 2140's here in my department, haven't had any problems with
it in the 6 months I've had it. Our part-time programmer bought one for
home and has nothing but good things to say about it. I've always been an
HP guy, but I'd take a serious look at Brother if I were in the market for a
new printer at home.

My luck was running the same on low-end HP printers, but after a total
disaster with an Epson I took a flyer on a low-end HP Photosmart wireless
inkjet at home. Output is fantastic, scanner works really well too. Only
drawback is it does go through cartridges pretty quickly.
Not that it is HP's fault, but I had a tough time getting AVG to let me use
it wirelessly via XP and Win7 on a consistent basis, even when following the
configuration directions on their site. After the 3rd "I can't print" call
from my wife while I was at work I removed AVG from her notebook and haven't
had such a call since I replaced it with MSE. Most of the time I have to
turn off AVG's firewall on my system to print as I still have it loaded.
Other firewalls I have tested don't have this problem, which will be solved
for good next week when my AVG license expires... not sure what I'm going to
use to replace it on my systems yet.
