Sounds like a kludge, and it is, but you can often bypass finicky Big
Brothers with a non-executing-type file extension.
Instead of MyApp.exe, have them download MyApp.exe.pcm, with
instructions to then rename it and proceed as usual...

I could get away with that when my app downloads updates in the background, but boy
this sounds like a hokey thing to ask my savvy users to do, and a confusing thing to
ask the non-savvy ones to do.
But it is currently the best idea, so I'll strongly consider it.

cant call it food. Norton is still trading on dos days when it was the best
thing going. Probably the most pirated software in the world in dos days

I saw it as different strokes for different folks.
There are billions of computers in use across the world and the ratio
of knowledgeable user to user is pathetic.
This is why there is free anti virus installed on your new computer.
The OEMs are trying to help clean up what the dumb people will do
before they can even start off wrong.
Why is it Norton? Does it really matter? We all agree that something
is better then nothing. Many here have a problem with a their data
files or form files being incorrectly identified as possible problems,
and the constant scanning because the actual file is changing when in
use.

As long as those of us who produce the computer systems that are used by everyone else have that attitude, there will be the sort of problems being discussed.
Personally, I don't think that non-techies are stupid. If it is difficult for them to use a program I create, it is my fault, not theirs.

Point I had in mind in automotive terms.
Vehicle is safe, and does well in crash tests. Driver has a license
and follows basic care of oil changes and tires.
While driving they fail to pay attention to driving and instead pay
attention to their appearance, their phone, the children in the back
seat, and watching UTube videos as they drive.
In the IT side the Phishing schemes, eCards, free porn are many
distractions that computer "drivers" get derailed on.
It has nothing to do with an app, and everything to do with the user's
lack of attention to reality.

Read Ed again, he said "If it is difficult for them to use a program",
that may include un-intentional misuse but he says nothing about
intentional misuse.
In the case at hand of installing/using antivirus apps he has a point,
antivirus apps have no reason whatsoever to be difficult to install,
set-up or use.
ii)
Following your line of reasoning we could justify dictatorships because
in a ship you have an all powerful captain.
In IT phishing, eCards and free porn are not distractions. The first two
have nothing to do with a distraction, they cheat people, not distract them.
As for free porn pages getting into your machine, they could do the same
with religious pages, it's just that religion does not have an
interesting audience (I'm speaking of numbers here, not the subject of
the page).
