A simple routine I wrote with VFP9 running under XP is now broken under
windows 7 with a error message Unable to Update cursor.
I do not have windows 7 on my development machine, and the machine running
windows 7 has only the runtime and my executable installed.
Any help will be appreciated

I would guess the user does not have security rights allowing them to
modify files in the folder.

It is only user rights. Don't worry.
Your app is probably installed in a secure area of the PC under
version 7 and in XP well everyone ran as an admin so who gave a flip
about security anyway.

As a follow up on what I had to do to get everything working again. I had to
completely move everything to a folder not in the Program Files Folder.
Changing permissions (of which there are many) did not help
