It has a pm that has already said he is gone. The effect is the same. He has no authority and no desire to have it.

In a world of ironies... the UK is without a PM or even an opposition of

note and here in Australia we now don't have a  government either. With the

USA having to soon choose between a poor candidate and Hitlers lost

grandson, this makes a whole heap of great nations with some serious

political problems.
