They are going to way all govt agencies do. They become self-fulfilling and

self-perpetuating after four or five years. Their missions become a way to

get more money for the executives and stay in power no matter what the cost.

All agencies should be disbanded regularly and everyone fired. But starting

up a replacement agency would still be subject to the old-timers figuring

out how to get back in. Politicians have a way of recirculating themselves.
