Not only did it fix the problem, it's been running much faster. 

There were 65,000 + files in that folder, now there are only 300+.

Remove this folder. 

C:\Documents and Settings\<Your Account>\Local Settings\Application Data\Google\Chrome\User Data

This has been an annoyance all day.   After closing the browser, it would continue to run on the task manager.  Going back into chrome it would say, "Chrome did not close properly".   Deleting the folder fixed the problem.
