Some companies with high dollars oversees find it cheaper to borrow here
than to bring the money back. I am working from memory but... Cisco and
Quintiles.

The reason the profits stay off-shore is because the corporate taxes are
lower overseas. If the corporate tax here is lowered below other countries,
the money will come pouring back.
