No, not if you are looking at this honestly.
Free will requires at least a minimal ability to correctly interpret and process information. If all-powerful Ricardo created a robot that could not correctly do those things (i.e., badly progammed), then no matter how much he chants "Free will! Free will!", the actions of that robot are the result of his design.
