As the ProFox archive will show, I've always said that the employers who
outsource should have to take 1/2 of their saved wages and put them back
into the workforce retraining efforts to help those they've
displaced....not welfare, but a retraining effort of some kind so that
that worker can again be productive in some other area to help the economy.
