IE does this, but it really isn't what the alt tag was designed for --
it is for visually impaired folks and screen readers to see what a
graphic is supposed to be for (especially if it is used for navigation,
for example). So FF and Mozilla are behaving correctly, while IE and K
are not. OTOH, I really *like* this behavior (as you said: think
tooltip), and wish all of the browsers did it. More Information=good IMO.
