Maybe we are comparing cumquats & buggy wheels. I wouldn't put any kind of log file in there -- or anything that needs to persist. My idea if a temp file is one which one creates, uses and abuses, and discards.
You are right, if there is an install, for example, which needs temp files to persist past a reboot, it would be hard to delete them automatically on shutdown/restart. OTOH, many of us argue that such processes are a symptom of yet more Windows lunacy. But, alas, that is a completely different rant....
