Not the python None value, but the string representation of it. Say the city field of a record in a contact table in your database was NULL. By default, in English, the user will see "< None >". Other languages will see it in their own language. This is a user message, so I believe it should be translated.
It is also a property (NoneDisplay) that can be overridden by the application developer to say whatever they want it to say, and to be translatable or not.
