The suggestions come from other projects. For example, all of Ubuntu
is translated in Launchpad, so if there is a string in Dabo that has
already been translated in Ubuntu or any other project in Launchpad,
it will appear as a suggestion, and you can click that to use that
for Dabo. New suggestions are translations of Dabo phrases that have
recently been made in other projects within Launchpad.
