Right, how do you win a "war on terror" when "terror", "terrorism" and
"terrorist" have not be clearly defined. How do you determine who are
terrorist and who are not. What uniform does the enemy wear, that we
can declare war against them, and who is the general or commander with
which we can negotiate a peace after the terror surrenders?

Terror has always been with us in one form or another, and it always
will be with us. Terror should not be a military matter, but rather a
police matter. Preemptive war is the wrong tool to use against
terrorism; rather, the police should be used to investigate, discover,
and identify terrorist to preempt terror plots before they can do us harm.
