Michael, You're not inadvertently running a previous VFP version .EXE are you say for example VFP7. I did that last week and it took me ages to find out that the .EXE was not capable of using the runtime that was installed.

I get this message when trying to RUN my VFP9 program (MyApp.exe) from outside of the VFP IDE: "Cannot locate the Microsoft Visual FoxPro support library."
I googled and found this, but I've got those files in my c:\Program Files\Common Files\Microsoft Shared\VFP folder: http://experts.about.com/q/FoxPro-1817/locate-Microsoft-Visual-FoxPro.htm
This all started after I was testing my Inno setup for this new app! When uninstalling the app from the Control Panel, I must have caused this with the uninstall. I was hoping others who've used Inno and seen this could pass a helpful tip to me!
