To count for the ISV Empower you do need to have passed certain exams,
such as deployment & licensing. Note that this licences you the
software for one year (renewable to a max of two years) in the same was
the MSDN subscriptions do. After this period you can not legally use
the software (although it doesn't expire or anything.
