If you are using outlook, it does have the ability to have two levels of tracking. 1 if the email was delivered, and one if the email was read. The read requires the end user to accept a receipt, while the delivered is done automatically, when the email is delivered to the destination server.. (but you have no way of knowing if the user actually opened it)
I was playing around with service which helps with this sort of thing, (readnotify) which embedds a hidden link to a posted gif file into your emials and when the user reads the email the gif file is accesssd on the server.. and a notification is sent to you. Quite slick stuff.
