You hit the nail right on the head. Everyone knew the dikes would break. No reinforcements, no redundant pumps, no better evacuation plan, now just a bunch of finger-pointing.
There was a study done at a louisiana university that predicted that a cat 5 hurricane would kill 50,000 people exactly the way the tragedy is shaping up, yet nothing was done.
No way we ever survive a nuclear hit, forget it, we can't survive a hurricane that we knew about days in advance.
