Hi Larry!
The bottom 50% may not pay federal *income* tax, but they pay most all
the other taxes at a higher percentage of their income than those in
higher brackets. A lot of poor people pay both sides of the payroll tax
because they are forced to be "independent contractors" if they want any
work at all. A number of occupations are like that.
Not only that, legally required expenses such as car insurance,
occupational and other licenses, mandatory health checks and
vaccinations for children, other government ordered payments hit the
poor with a ferocity that the more fortunate never consider.
If anyone ever brings this up the first reaction is denial. But it's true.
