I think this sort of thing crosses party lines. I recently was set up to pay a large fee to get a $17,000 SBA business loan. The loan was magically reduced to $4000 but the fee was not adjusted. Couldn't do a thing about it, SBA couldn't, or wouldn't, do anything either.
SBA is a bureaucracy, permanent government, predominantly D almost by definition - oh, yeah, there will be an R or two here or there. Elected folks in my neck of the woods are currently Rs by and large (they used to be Ds), but whoever they are politically, power is power and money is money.
Both power and money seem to bring out the worst people, and bring out the worst in good people. Both the Ds and the Rs have their share of both.
