Workers really can't not pay their taxes; because, the taxes are collected out of worker's paycheck and submitted to the Treasury on a weekly basis, and the 1099 form reporting the income is matched to the workers tax return to be sure the income is reported, so that the entire amount cannot be claimed on the 1040 form for refund.
There is no organization of labor in America. In the European countries labor is much better organized. Perhaps UK has a nation labor union and even a labor political party, so if that happened in America, it could give the workers some leverage to insist that they be treated fairly. If you want to strike fear into the heart of a Republican, just mention "Labor Unions" as the Republican party is extremely anti-union.
There has to be balance between labor and management. It is possible that labor unions can grow to strong which would then hurt their country.
