Hi chet,
Sometimes when there is a problem in the network, the computer not able to connect really slows down, to the point that the mouse may not be responding about 98% of the time. You might go back to the basic, ping both ways by IP and Netbios name, check IP configuration for each NIC, check lmhosts files, be sure you can ping you DNS and gateway, check your even files, check your device manager to see that all hardware devices are working, check for runaway process using all your CPU cycles, etc.
