The worst case would be that thousands of people would have gotten killed. The Sunnis chose not to take part because they thought they could get a better deal with appointed representatives because of chattering class whining. This is what will happen.
Me feelings (yes I have them and work off of the sometimes) is that they made their choice not to participate, they should have minimal representation. However in this world where so many people clamor for justice, few are willing to accept it.

The worst case happened: the Sunni's didn't show up, despite the tightest security anyone has ever seen. All that really happened was the majority showed up to claim it's prize.
Let me skip a lot of bottom lines here: we're not in control over there. What's really going to happen is the Iraqi's will sort it out for themselves AFTER the occupier is gone. We can go through a thousand hoops and spend the rest of our money, but in the end we are not the masters of their destiny; they are.
If you asked me to guess, I'd say that I think the country will wind up being split, but what I think doesn't matter, it's what the Iraqi's think that does.
We solved NOTHING over there.
