The madrid train bombing was not handled. The spaniards gave up, and one of these days the terrorists are going to do it to them again since they know they will back down.

Oh they are quite convinced we (ie the world community) fight back. They simply don't see the point of invading a country - choosen at random or so it seems - to achieve that goal. For reference see how the Madrid train bombing was handled....
