That's what justice is all about. It would have served no purpose putting her in jail It would have been unfair to revoke her drivers license to prevent her from working, this seems like a legitimate, measured punishment that will probably stop her from stealing gas ever again.
That being said, have you ever forgotten to pay after pumping? I bet some non-criminals have done that.
