Rick, I think without a title you're stuck. I know that many cars donated to
charity are shipped overseas, where 30 year old cars are commonplace, and
they probably need "parts cars" as well, without that title you might be
hard pressed to find anyone who will take it, outside of whatever black
market exists.

Unless someone else has an ingenious idea, I'm inclined to agree with your
neighbors. I'd ask the cop neighbor what he would do (if he's friendly, and
wants to help you).
