Sure it does. That is a summary paragraph. Going through the article quickly, I don't see any reference to any particular Software company, NOR Technology. They talk about software, but keep in mind these are executives, and that's what they see the most of. "Local tech talent" is not just programmers. There are plenty of crappy networking people too ;) (And phone guys.. ).
