I am going to take a wild stab at this, but I may not understand your question properly. If you mean how do you allow certain people to author and update your website files on the server (as opposed to uploading via FTP), it's done through setting security on the folder in question. In the IIS admin interface, select the website, then right click and there is a "permissions" item where you set the security. Note this is in IIS6, not sure about 5.
