It's not just immigration officials... they are a subset of a much larger class of people with this problem. Here we call them government workers. Don't blame the immigration department... you're just seeing a symptom.

The whole point was that Brazil is deliberately 'retaliating in kind'.
For many years now, not just since 9/11, US immigration officials have been notorious for being rude and offhand and if, after queuing for a couple of hours to get clearance after a long transatlantic flight you were anything other than polite, they have no hesitation in revoking entry to the US.
I agree with much of the stuff that is now being done (fingerprints etc) - it's an unfortunate necessity - but there's no getting away from the fact that many/most US immigration officials have an attitude problem.
