I asked the same question a few weeks ago (comparing Action Pack to Empower programs).
In addition to Derek's points about the effort required to meet MS certification standards, there's also the fact that the Empower program is a one shot deal - it's for one year only and you can NOT resubscribe.
I read and re-read the Empower description and was also unclear of whether or not one has to buy the 5 Universal MSDN subscriptions for an additional fee or whether they're included in the $375 subscription fee. (I sent MS a note about this but they never replied). I have a hunch that the 5 Universal MSDN subscriptions are an EXTRA charge.
I'm leaning towards subscribing to the Action pack for $300 (with $200 renewal?).
