Would you add it to other products as well? I presume that it would
work without actually opening the db (and possibly updating file
format).
Btw, I think that GetVersion will be confusing as it is not clear
whether it refers to kernel version or schema version. There is
already a call GetSchemaVersion which could be modified to work with
closed db. Or may be the new call should be PeekSchemaVersion or
FetchSchemaVersion.
