Pete - its a designer tool for designing databases and doing DDL and schema. not for making UI. as it is though - its a good tool. Anything that tries to emulate ERWin has got to be good, right? There is a similar package that works with VFP natively called xCase.
I know you are not a programmer, but maybe such a design tool would be overwhelming for you. IF you got the foxserv package I mentioned - you would be able to muck around with php/mySql/apache on both windows and linux os platforms. That would be overwhelming for you as well, I Think.
Sounds like you have a lot of decisions to make here about your development environment path. I would suggest sticking with VFP of course, sounds like its something you are familar with. You do NOT NEED an E-R tool to make your databases in VFP - you have a database designer tool already built in.
For your question "I can't tell if it can create an exe or runtime application" The answer is NO and NEITHER. it creates a visual model of a database. Cute Visual Thing you can print out and tape to your wall, or put in a binder for a client. You can further generate the sql statements needed to CREATE the database with all of its rules, constraints, stored procedures, triggers and what not, but it is not limited to mySql at all.
