just move them from the current location and tell him they got corrupted and you don't have any backup data to restore, of course you can do all of this while holding a mirror in front of his face so he can see his own reflection.
If he doesn't want to spend the $$ there isn't much you can do, but I would get something in writing that you have recommended it and he has made the decision not to.
back in 1999 we had a server HD crash, turns out the backup software wasn't working properly and we couldn't read the tapes. It cost $4000.00 to get the data recovered from the HD via Ontrack Data Recovery.
I inherited the in-house built server when I got the position and the boss wouldn't allow me to put in a real server with RAID etc.. "We never had a problem before, why should we spend the money ?" is the story I got.
Anyway another $6000.00 for a new server setup with raid etc...and not a bit of trouble since. And I make ALL the decisions about the network now. :)
