Well, people don't usually go around getting all agitated trying to get people to not collect stamps, or do they? I guess sometimes we can see stamp collecting hotly denounced as "nonsense" or words to that effect.
Governments don't usually try to stamp out stamp collecting, though. Indeed, they sometimes encourage it.
