Hi Gerard!

No, the car is an inanimate being. A responsibility patch controls a
person, entirely different.

And the car is controlled only in the context of public safety. You could
drink all you wanted, get falling down drunk - just couldn't drive drunk.
If the passenger can shortcut the German test, let the passenger drive for
heaven's sake. My chip wouldn't let anyone drive if anyone in the car was
drunk. Wanna drink? Crawl home.

The kind of DUI wrecks we have here in Florida - have to have something
like this pretty soon. People are being killed and maimed who had nothing
to do with the drinking, just because we *let* these drunks drive.
