With the number of users that are using this system, let alone users coming and going, it would be a maintenance nightmare for the IT department and for us to separate the databases by user. We've talked about it and decided it's simply not an option...

The issue with .DBC being briefly locked when Local or Remote views are included in the DBC is a pretty well know issue with VFP. Some of the tricks I use...
1. Separate DBC for Views 2. Ensure all of the remote views are stable, and read only in the .DBC 3. Compile the DBC into the clients EXE /or/ provide a copy of the DBC in the users private Citrix path - but not shared on the central data directory...
