Then they probably didn't happen!?!?
Just because you attempt to check something in doesn't mean they actually got checked in. Especially when you're dealing with multiple files like an SCX AND SCT or VCX and VCT.
If people are screwing around with the Read Only attribute of files under source control who knows what havoc you are reeking.
