You'll probably have "problems" with ANY source control system. The major problems are usually procedural and inter-personal, not technical.
Before you look for other software, make a list:
What are the "problems" you're having with VSS? Which are technical and which procedural? What technical problems do you wish to solve? Can they be solved with VSS? If not, why? Can they be solved with a potential replacement? At what cost for purchase, installation, retraining, etc.? What are you willing to pay?

IMHO: This sounds to me like another case of management trying to blame the software and/or their employees instead of recognizing their inability to manage.
